Right when you think the manager is probably replaced or gone missing and you want to post a “manager missing” sign in the neighborhood because he is nowhere to find and he probably thinks he is too busy/too good to communicate with residents, he appears in the dark of the night, biannually, to post stickers on the car windows that don’t have parking permits (he has issued two permits for some people, and for some people none).
