Was driving 40-45 down the turn lane of State street. No turn signal so we were unsure of what he was doing. Turns out he was using the turn lane (which is not a merge lane) as a driving lane until he could merge, sped up to about 50 in the turn lane to get in front of us, then gave the finger.
