This treatment plant has had it's issues but odors have improved over the years. On occasion you can get a major wiff up to a few miles away especially in the summer. Wish they would shut it down/ move it. They had planned to do this in the past but decided against it.
As a resident of S. Oceanside on the West side of the 5 freeway I get to smell this treatment plant from 1 mile away. There are worse days than others and no rhyme or reason to changes in odor. Wind plays a role but temperature or time not so much - though summer seems worse. It should be maintained better and have better odor controlling technology implemented.
