When my father passed away and I learned my brother and I inherited a plot of land in unincorporated West Richland, WA, Kim Harty had no idea what she was getting herself into. My father tore down the small house that was on the parcel so it was just a bare plot of land with remnants of an old cinder block home with a hodge podge of broken cars and trailers he left behind.
