They said they were open online but no one was there and the place was empty.
Got signed up for the BIKETOWN low income access program here. The woman who helped me was very friendly and I was in/out of there in a few minutes. Got a free helmet too! (Though i forgot it there)
Can't say enough great things about this place! We frequent this place because it is on the East Bank Water Front Esplanade near the west entrance to Spring Water Corridor. Also, because they cater to the disabled community. Even though they don't charge for the first hour, we give them a donation anyway. So why only four stars? Contacting the staff can be a challenge. They do have a new person (Dan) who appears to be much more dedicated, predictable, and reliable.
