The last 8 months living at Plaza Boulevard Apartments were HELL!! My neighbor was extremely harassing & abusive towards me. He was cited for disturbing the peace, which I'm the victim of. Then I got a harassment protection order which didn't help any, it actually escalated his behavior. KPD wouldn't enforce it, they just considered his behavior "inapprioate".
