Jeff gives an ok haircut. He's a nice enough guy. I had him cut my hair a handful of times as it's in my neighborhood. However, he was always outright resistant to using scissors on the top of my hair, claiming that it was "too short". Ok-- well I'm not a barber, but it's not an issue I've ever had with anyone else I've had cut my hair. Finally, the truth came out.
