I am extremely concerned about a doctor refusing to provide necessary treatment, despite clear documentation in my records indicating that it is needed. How is it possible that within a system of doctors who work together in the same area—using the same notes—one doctor can simply refuse to treat a patient while another is unavailable for an extended period?
