Your recruiters could answer questions honestly, and return phone calls and/or emails. Ghosting should be reserved for those in the dating world, not recruiters. Being professional shouldn't be that difficult, especially when your agency reaches out to someone about a position that you have listed, and they may be a fit for. If the recruiter doesn't know an answer, they should just say that they don't know instead of saying their manager needs to speak to them, hang up, then never return calls or emails.
