They don't inspect cars before selling them or they lie about condition. Bought a corvette that supposedly had no problems. When it arrived however, the speedometer didn't work, engine block was cracked, oil pan plug welded into the pan, oil was blacker than when it came out of the ground among several thousand dollars of other repairs. Simply checking the oil would have revealed the oil pan issue, and driving the car would have brought up the speedometer.
