Some apts are HUD subsidized Section 8 & Section 42 and others are standard priced. Rent goes up once a year but didn’t during the pandemic. It went up this year. Cleaning the building’s outside & the cement stairways & entryways, and hose washing the windows was done once a year. That stopped when pandemic began & hasn’t restarted. Stains are never removed.
