City has you buy black bin for yard waste, to be more environmental. Pick up every week, since beginning of spring. Now all of a sudden on 11/12 they decided to pick up every other week. ???? It is full on leaf dropping season and they change rules. So now I should be like everyone else, put leaves in road to block traffic, wash down city drains when it rains and clog it, and also blow around into someone else's yard.
