The parking system is completely flawed; Heinseitz apartments do not have a parking issue, there are often more open spots than filled ones (even during the school semester). The way Mecca parking system operates, you have to register your car to your “App folio” account and they give you a physical parking pass. Each tenant is allowed 1 parking pass for 1 car and the physical copy of the card must be in the vehicle otherwise it is subject to tow.
