Yesterday, the Illinois House passed a $5 billion income tax increase on Illinoisans who already endure the largest total tax burden in the nation. The message Illinoisans heard from many lawmakers is that Illinois’ dysfunction is the fault of the two-year budget impasse, and that this tax increase was "necessary" to end it. But Illinois' fiscal crisis has been years, even decades, in the making. And tax increases will only make the problems worse.
