In my opinion, the owner claims to be an engineer for 20+years, but said we did not need piers when we in fact did( his company does not do piers). We did need the other 16k worth of other work that this company did do. In MY opinion the owner assured us we did not need piers in order to gain the other 16k dollars worth of work.
