THEY ALLOW TENANTS TO PUT SIGNS OUT IN THE RIGHT OF WAY AND THE SAME TRASHY TENANT PUTS A GIANT SPEAKER OUT IN FRONT OF HIS SHOP BLASTING MUSIC WHICH IS A NOISE LAW VIOLATION.
