Bureaucrats wrapped in sheep's clothing. They will take your animal, hold it for what is tanamount to ransom, without regard and fein they are "only doing their job". Horse feathers! When you charge a FEE to reunite someone with their loved one that is KIDNAPPING and EXTORTION, not a public service. What if your kid was taken while out playing? You would call foul. Well, thats what you did to me. Argue it any way you want, but that is basicly what happened. Shame on the whole system.
