Clearly there is a maximum amount they're allowed to bill Medi Cal for per visit so they try to do as little as possible each visit in order to bill as many visits as possible - literally only one cavity at a time when you might have 10+, along with only cleaning half your mouth when you go in for a cleaning. They're also booked out super far so it might take a year or more to fix the hypothetical 10 cavities, by which point the decay may well have spread down into your tissue requiring a root canal.
