Badly managed
Updated: There's clear effort being made by management staff to curb and remove disturbances by smokers in the community. Still a work in progress, but definitely seeing effort. I'm not the only one with health issues that likely was excited to live in the smoke-free community Elan has here, but sadly, it doesn't appear anything is being done about residents smoking on premises. I’ve lived at Elan Cardiff by the Sea since 2016, and overall, it’s been a great place to live. One thing I think a lot of reviews miss is personal accountability. Many complaints I’ve seen are from residents who don’t follow clearly communicated policies and then blame the office staff. The leasing office, especially over the past 7 months, has been very communicative. Parking policies were explained clearly, and multiple reminders were sent about obtaining parking passes. Elan Cardiff by the Sea is one of the worst places I have ever lived. It feels both unsanitary and unsafe. The halls are often filled with trash, beer cans are left everywhere, and people are constantly smoking and drinking on the premises. Individuals regularly gather in the parking lot, and there have been instances of people exposing themselves and becoming sick in the bushes.
