East Bay rebuilt my Shovel in 1995. The starter on my 83 FLHT would occasionally hang and spin until the power was disconnected. Over the years after the rebuild I noticed the starter has stopped hanging. I didn't think much of this until I pulled the primary to replace the clutch. I found that East Bay had placed a washer on the starter shaft limiting the travel of the gear preventing the starter contacts from sticking together.
