Lived in Carrollton 4 years now and routinely drive past this bag of trash hanging off this electrical box. I've pulled it down multiple times and withing 24 hours its back up or a new bag is hanging there. If you look on google street view and scroll back threw the years you can see a bag of trash hanging off that box in every photo.
