Since the new owner took over 3-4 yrs ago, all he did raised the rent $10-$20 xtra/ month each year and this year raised $50 xtra on top of charging $50-$60 for water since last year. Is that legal? And there is no maintenance of the apartment complex

I lived at Boeke Place apartments (managed by Dexter). The apartment management responded to issues quickly. They also spray to prevent bugs routinely. Management was clear and polite with their expectations. Boeke Place is a clean and well maintained apartment complex. The complex is nice for someone who is just starting out and looking for a fair price.
I love it here. It's nice and quiet, you're steps from a bus stop, laundry room on site, any maintenance issues are addressed right away.
