I am an out of town investor. 4 years after I purchased a property at Chappelle I received a letter from an unknown Chappelle Home Owners Association (HOA) indicating I owed them money. I talked to the sender, Core Mgmt. I was told it was stated in the "Purchase Agreement" that if my lawyer failed to explain to me it wasn't their fault. I checked the signed agreement.
