Poorly employed and directed. Staff blocks cars from backing out to improve traffic flow which inevitably impedes the flow because no one can park!! A car was backing out in front of me, I indicated with my blinker and a man comes out and starts yelling at me to move. Mind you the ramp is blocked with cars and there was plenty of room for other vehicles to go around but since there was stopped traffic in front of me, there was no need.
