here's my personal experience today. Use for your own reference with caution. I called the branch of Coastal Community CU, asking if they offer credit card to new comers. The lady answering the phone asked "What do you mean?". Then I spent half a minute explaining that new immigrants find it hard to get credit card approval from banks and asked if they offer that service.
