These people are trying to sell you cheap health plans, probably with no coverage for pre-existing conditions. And if you go into the hospital, you pay 20% or more of the costs—with who knows what limit? This type of "insurance" plan bankrupts people who pay premiums and then find out, when they get sick, there are exclusions upon exclusions that stick them with an astronomical bill. Only the truly gullible would fall for this!
