History Established in 2009. The City of Houston Building Materials Reuse Warehouse officially opened on June 23rd, 2009. The Reuse Warehouse was opened in response to a 2004-2005 Houston Galveston Area Council study which revealed that 38% of the materials that were entering the area's waste streams were construction and demolition related materials, many of which could be diverted and reused.
