They are a non profit that is posing as a government agency. They use to be called the Chattanooga Convention and visitor bureau. They receive all the hotel motel tax for the downtown area along with a siphon from the County and city of Chattanooga. But yet they do not wish to follow the open meetings act of Tennessee. They seem to be a corrupt agency that spends tax dollars on lavish trips.
