I could give it a three because they are remodeling the buildings, but I was told that a year ago when I left. Most of the problems are because of a former Caretaker who keeps getting fired and coming back. You couldn't get anything repaired for months or ever. There was no snow removal, sidewalks were never shoveled, everything was icy once the plowed. They loved to give out warnings, overdue notices and violations even when you did not do anything.
