I have been dealing with the Department of Managed Healthcare for many, many years. This "used" to be a great last resort for health care providers to have a claim/appeal reviewed with unbiased eyes. It now appears that DMHC has changed protocols, and are now more in favor for the insurance carriers then providers. The last couple of years submitting a complaint with DMHC appears to be a complete waste of time. Once again, our government agencies have failed California families. Thousands of families across California have been waiting for January 1, 2026, the date a state law takes effect requiring health insurance coverage for IVF treatment. This agency is a complete waste of taxpayers’ money. The California Department of Managed Health Care (DMHC) sits on cases for over 6 months, even cases involving timely access to care within 15 days, which they are literally supposed to enforce under California law. If you are a consumer expecting help, don’t bother. The DMHC does nothing, unless you escalate the issue to your state senator, congressman and Health and Human Services (HHS) OCR / CMS.
