When we were looking at the model homes before deciding to buy we specifically asked if we could put up a privacy fence at our home since it was an important factor to us and Shannon assured us that if it was allowed by the township we could. So we checked and the township does allow them. However the HOA which at the time we moved in was ran by a management company hired by brookstone to implement rules presumably written by brookstone told us privacy fences were against HOA rules.
