They buy up houses in residential neighborhoods and flip them as rentals. It's really a bummer for people in these neighborhoods who care about having long term relationships with their neighbors and want the housing market to be accessible and reasonably priced. It's a sad way to make a buck.

Branford, you are obviously slacking off. I have lived in Midtown Manor for 7 years...and staff drops off the map...often...(esp. now) and I fear you are driving me out of my HOME! You can do better!! If “slumloarding” is your mission...then never mind what u & I think!!
