I’ve done a lot of happy hours in the area and honestly there are many amazing ones. Cafe Vico has a fabulous energy great cocktails delicious small plates and a wonderful staff. Trulucks has some of the best small plates (the tuna tartare tower is AMAZING) great service (ask for Erin and please please please go when Beth entertains on the piano...equally AMAZING) and great cocktails.
