I hired a senior consultant to develop a clinical plan. He provided cut-and-paste documents, literally, that still had text from projects with other clients. The final product was underdeveloped, void of necessary details and composed largely of my own writings (provided to him as background documents). He attended an FDA regulatory meeting, but was silent and his entire contribution to the project was eventually discarded.
