THEY ARE REGULATED BUT THE FRA A FEDERAL ENTITY NOT A LOCALY OWNED COMPANY. SO, IF YOU HAVE ISSUES WITH THE TRAIN BLOCKING THE ROAD WRITE YOUR LOCAL CONGRESSMEN AND COMPLAIN.
