It solves a number of issues that could potentially become points of contention between neighbors, and establishes a clear and concise set of guidelines, rules and covenants which every owner and resident must adhere to. While at face value it may seem excessive, it keeps neighborhoods free of junk cars, boats, unkept lawns, etc. Well worth the monthly fee in my opinion.
