They throw paint on a crappy apartment and call it good. Rented out a unit with air conditioning not functioning properly which is illegal being that this is the desert and air conditioning is an essential service. It was obvious since day one unit was freezing up but they send out the same incompetent supposed air conditioning techs over and over again.
