I have the same problem. Got a delinquent notice, but never received a bill. Phone number does not work.
Highly frustrated that I've tried calling multiple times only to be hung up before ever reaching someone to speak to. I got a "past due collections" bill, which is funny considering I never received a first bill, second notice, or anything stating I owed money. Can someone call me to explain because this seems highly sketchy.
