The property at 4305 Norwood Avenue, the Charleston Apartments has improved vastly in the last 15 months since I moved up from the San Francisco Bay Area. However, It’s not what I would call a community. Almost no interaction between the property management and the residents. Except for the names on the lease management has no clue who lives there.
