Had Phil make us two tanks for our boat seven years ago. He insisted we get them powder coated also, we paid the extra fee, not really knowing what it was. Seven years later, both tanks are leaking. Both were properly grounded, this powder coat he insisted we get, is now something he claims he would never recommend. By the way, it was never powder coated, just coated with an epoxy paint, the type used to do a garage floor.
