ACTA is an alternative housing program for the Allegheny County Jail. It is supposed to be a halfway house with a structure beneficial to recovery for alcoholics and addicts. Its quite the opposite; a truly detrimental program that could only be described as a pit of despair. ACTA lacks any structure it may have ever had, if it did.
