they sell pre-made framing for your pictures or artwork. they sell more of a product than a particular service. you pick and choose what you want. if there is any disappointment that would be the customers fault. and I'm almost certain that the word "art" in art and framing describes what is going into the frame you purchase. not the fact that Picasso or Rembrandt themselves are on the payroll. I see nowhere them advertising art "supplies"
