A comment on Yelp said it best, "Bait & Switch". They have a great sounding coupon. $31.75 plus $8.25 for cert. However the coupon says extra $10 if you have a Star inspection required. Then if you have a "Luxury" car then it's another $20. I get (but hate)the $10 Star fee but I know it cost money to be Star certified. But the "Luxury" car is just a cash grab.
