They encourage you to apply but to give them the NON REFUNDABLE fee to apply, but then put you on a waiting list (for many months) and don’t really bother to tell you it’s that long (I waited in a hotel for weeks ) and then many many MONTHS later they ask you if you still want to be on the waiting list. It seems to be a good way to take money but then never see the light of day. $50 wasted and time wasted as well. (You can take the fee after the unit is actually available, not before like the scam artist would)
