Wow! Things must have changed in the past few years because some of the other descriptions are unrecognizable to me as a current tenant. My apartment is very quiet -- I can't even hear the concerts in summer of my windows are shut. Maintenance has always been responsive and helpful. Accessibility is still definitely an issue, but that's true of many other older buildings in the area. Its nice in there.
Big warning to potential tenants. Stay away from this building! Terrible landlord (SIBA management) and shabby common areas. Disabled people and children in strollers are forced to use the basement entrance, instead of the front entrance where there is no ramp. They make ridiculous decisions with no regard for tenants, like shutting down elevators for 2 MONTHS! They won't make repairs for you in your apartment.
