Found the damp in the basement was coming from outside, not the floor. Twenty minutes with a moisture meter told them what the other companies had guessed at wrongly. The fix was drainage and sealing, done in the order that made sense. The room is dry and usable now and the smell has gone. Somebody had priced me for a full dig out that was never necessary.
Basement finish began as a water problem, rather than putting drywall over a wet wall, they dealt with the moisture first and then built. It's a dry down there through a whole spring and we're actually using the space now. That's the difference between a fix and a cover up.
