L.O.P.A.C. operation.(Lack of planning and coordination) Also, from what I've seen of them on the Hwy 52 construction from Malvern to Slocomb, every person authorized to drive their vehicles won their driver's license as the prize in a box of Cracker Jack's or cereal. I will unapologetically be very happy when they're gone from around here.
