History of Wisconsin Judicare The Wisconsin State Bar Association organized Wisconsin Judicare in 1966 as a program funded by the Office of Economic Opportunity to provide legal services to low income persons. When I called Judicare, I was told they didn't have enough staff so they refused to do anything. It sounds like people get more help if they live in the southern part of the state.
