Absolutely terrible, zero knowledge, and wasted a TON OF TIME. Walked in for an ATV title/reg transfer. The lady I spoke with could barely understand what I was saying, let alone fill out a form. So 45 minutes later I get to talk to someone else. And boy, did that not go well. The guy insisted that in PA, the plates do not transfer with the machine. Which is not true for DCNR vehicles.
