In the end, was the fence installed? Yes, but the whole experience was a headache. In mid-June, Joe told us they would be able to get the fence installed by the end of July, and even threw in locks for free. He told us they would apply for the permit the next day. We signed the contract and paid a 50% deposit with credit card. We later saw they charged us a 4% fee without telling us.
